This second PSA video will be used to test the new channel on You Tube.  It is shorter than instructional videos.  It will introduce catastrophic thinking by presenting a policy idea to harden the Electric Grid against the EMP threat.  Key parts of catastrophic thinking are to identify strategic assets and identify system vulnerabilities.  The video  will show how the CAVEAT tools may lead to fresh policy proposals.  Specifically, the video invites us to think back on known risks, as well as to build in and plan for resilience and sustainability. Proposals include the Declaration of an Approaching EMP and for America to invest in manufacturing of Extra High Voltage transformers
